The Province of Balochistan came into being in 1970 on the
dismemberment of One Unit, an administrative set up introduced by the then
President of Pakistan. However, the Balochistan Public Service Commission
(the Commission) came into existence on
13th August, 1973, while during the intervening period of 1970-73, a joint
Commission for Sindh and Balochistan provinces met the recruitment needs of
the Civil Services of Balochistan.
The Balochistan Public Service Commission is Governed by the Balochistan Public Service commission Act,1989 and the Balochistan Public Service Commission (Functions) Rules ,1995 promulgated in pursuance of Article 242 of the Constitution of the Islamic Republic of Pakistan 1973. All the vacant posts, falling in direct recruitment quota
(BPS-16 and above), are referred to BPSC for selection of the candidates.
Other than departmental examinations, if the government departments so
desire, the Commission also recommends suitable candidates for the posts
below BPS-16 that fall in direct recruitment quota.
Having been eligible to
apply for a particular post, the candidates have to appear in written
screening test/examination that consists of either objective or subject type
papers or both. Passing marks vary from paper to paper and from examination
to examination. Only those candidates who qualify the written test are
called for viva voce. Final result is compiled combining scores in the
written test and viva voce. the Commission is being computerized and soon
there will computer adoptive test for posts whose candidates are screened
through written objective type papers.

ORGANIZATION
On its inception in 1973,
the organization of the Commission consisted of a Chairman and a Member with
only two sections namely: Administration Section - under an
administrative officer, dealing with administration and matters connected
with all initial recruitment cases, and Examination Section - headed
by Controller Examination who was responsible for conducting both
competitive and departmental examinations.
To shoulder the assigned responsibilities efficiently and
effectively, now the Commission functions under a Chairman and five members,
supported by six sections, namely Recruitment, Examination, Research,
Regulations, Administration and Accounts. These sections work under the
overall control/ supervision of the Secretary, Balochistan Public Service
Commission.

SYSTEM
As far as the initial recruitment is concerned,
tests/examinations were held for short listing purposes only and the
results/marks obtained by the candidates were not given any weight while
making the final selection of the candidates: interviews decided the best
suited of the bunch. However, through an evolutionary process, the
Commission has come to the conclusion that the written evaluation test
determines the real professional capability of the candidates. Consequently,
for the initial recruitment of the candidates, evaluation tests have been
made mandatory. The marks obtained by candidates in the written evaluation
tests are added to the marks obtained by them in the viva voce tests and the
combined marks determine the final order of merit of the candidates. This
practice has proved extremely useful for selection of deserving candidates
as it substantially eliminates the human elements in the selection of the
candidates. In this regard, it is pertinent to state that at no stage of
the selection process, the marks obtained by the candidates in the written
evaluation tests are known to the Chairman or the Members of the Commission.
This obviates the chances of pre-conceived notions by the Chairman and the
Members in any manner, thus ensuring perfect impartiality in the conduct of
selection process.
To make the system fully transparent, the marks obtained by
the candidates in the written evaluation tests, marks allotted by the
Chairman and Members in the viva voce tests and finally the overall merit is
recorded and signed by the selection panel and the controller examination.
As far as possible, the results are announced immediately after the
conclusion of the recruitment process.
